Regional 3PL and freight brokerage
A regional 3PL and freight brokerage cut carrier insurance onboarding from two days to under an hour
A regional third-party logistics provider runs six cross-dock warehouses in the Midwest and a freight brokerage desk that tenders loads to about 1,900 contracted motor carriers, most of them small fleets and owner-operators. Its carrier agreement requires $1,000,000 auto liability, $100,000 motor truck cargo and the brokerage named as certificate holder.
- carrier insurance onboarding, down from up to two days
- Under 1 hour
- scheduled-auto gaps found in the first 90 days

At a glance
Carrier insurance was checked by an onboarding team reading each certificate by hand, which took up to two days per carrier whenever anything was unclear. Pikorua Security now reads carrier certificates as they arrive, verifies them against the carrier agreement and the load, and flags any carrier whose coverage lapses as do-not-dispatch before the next load goes out.
The challenge
Carrier insurance changes faster than construction insurance. Small fleets switch insurers mid-term, add and drop scheduled tractors, and let policies cancel for non-payment. A certificate that was correct when the carrier was onboarded can be wrong three weeks later, and the brokerage usually learned about it when a claim landed.
The certificates also hide the details that matter. A carrier may show $1,000,000 auto liability on the ACORD 25 but only for scheduled autos, which means the tractor actually hauling the load has to appear on the policy schedule. Motor truck cargo has no dedicated row on the ACORD 25, so it shows up in a blank row with whatever wording the agent chose, and cargo policies commonly exclude unattended vehicles or refrigeration breakdown unless endorsed back. The MCS-90 endorsement protects the public, not the broker, and does not make the brokerage an insured.
The onboarding team of four handled about 120 new carriers a month plus renewals on the existing 1,900. Checking one certificate properly took 25 to 40 minutes, so the team cut corners: limits and dates got checked, schedules and cargo exclusions did not. Brokers on the desk sometimes tendered loads to carriers whose onboarding was still pending, because the shipper needed a truck that day.
What changed
Pikorua Security configured a carrier rule set from the brokerage's carrier agreement: $1,000,000 combined single limit auto liability on any auto, or on scheduled autos with the dispatched tractor on the schedule; $100,000 motor truck cargo with no unattended-vehicle exclusion; reefer breakdown coverage for temperature-controlled loads; workers compensation or an owner-operator occupational accident policy; and an insurer rated A- VII or better. For high-value loads, the rule set compares the load value the broker enters with the carrier's cargo limit before the tender goes out.
Carriers upload certificates and auto schedules through a zero-login link sent at onboarding. Pikorua Security reads the ACORD 25, the schedule and the cargo wording in about 15 seconds and sends any deficiency to the carrier and its insurance agent with the exact item missing. The brokerage's transportation management system reads carrier status from Pikorua Security's API, and a webhook flips a carrier to do-not-dispatch the moment its coverage lapses or a cancellation notice reaches the COI inbox Pikorua Security monitors.
At the six warehouses, Pikorua Security also verifies the vendors who come through the dock doors: forklift service, racking installers, janitorial and security contractors. Their badge access runs in Brivo, and a vendor with a deficient certificate loses dock access until the corrected document verifies.
Results
Carrier onboarding dropped from as long as two days to under an hour, and most carriers with clean paperwork clear in minutes. In the first 90 days, Pikorua Security flagged 214 carriers insured for scheduled autos only with the dispatched tractor missing from the schedule, and 88 whose cargo coverage excluded unattended vehicles or reefer breakdown.
Mid-term lapses no longer surprise the desk. Pikorua Security caught 57 cancellations, mostly for non-payment, and put those carriers on do-not-dispatch before another load was tendered to them. Average resolution with carrier insurance agents fell from 28 days to 4.2 days.
The onboarding team is still four people, but it now spends its time vetting new carrier relationships rather than reading certificates. The team estimates 1,600 hours a year returned to it, and the warehouse operations manager no longer keeps a separate binder of vendor certificates at each dock office.
